I have "Display continue reader banner" unchecked, but the banner is still there, even after a restart (YACReader Library, Windows).
The administrator has disabled public write access.

Yeah, that setting is misleading, it was implemented before the actual continue reading list, and it actually refers to the current comic banner view you can see inside folders.
