OK I got it to open here's the steps, a bit trickier than the .deb files would have you believe:

1.) download and install libunarr here: software.opensuse.org/download.html?proj...lmf&package=libunarr
2.) download yacreader .deb here: software.opensuse.org/download.html?proj...mf&package=yacreader
3.) open terminal and type sudo apt-get and then copy the file location to the yacreader .deb file (e.g. sudo apt-get 'home/chap126/Downloads/yacreader_9.5.0-1_amd64.deb')

The administrator has disabled public write access.
